It's a retractable pen knife which comes with replacement blades. Looks like it has a nice rubber grip to provide comfort while you hold it to perform your fussy cutting.
It was to be out in the market by March so hopefully by now you can find it for sale either online or the big box craft stores.

I love my Cutterbee scissors but this would be ideal for those tiny detailed areas. Definitely a complimentary tool.
